Is Gambling Illegal in South Korea?

Gambling is without doubt one of the most popular pastimes on the planet. However with its potentially addictive nature and the social consequences that this may entail it has been deemed illegal in many countries around the world. As in most of Asia gambling in South Korea is, in principle, illegal. It states in the Criminal Act, Article 246 that anyone who gambles or bets for the purpose of gaining property shall be punished by a fine of up to 5 million Won. Article 247 prohibits the opening of a place for the use of gambling for a profit and sets a punishment of imprisonment for no more than 3 years or a fine of up to 20 million Won.

This law is not a blanket exclusion of gambling and, in Korea you, you can still gamble under restricted circumstances – an example being for the promotion of tourism. There has also been laws enacted allowing gambling in certain circumstances.

For example:

  1. Casinos

The laws vary for foreigners and Korean citizens. As it stands at the moment the Special Act on the Assistance to the Development of Abandoned Mine Areas allows the running of the only land based casino in Korea that Korean citizens may enter. It is located in Gangwon province, in an abandoned mining district, the remote countryside helping to further restrict access for Koreans.

For non-Korean citizens the Tourism Promotion Act offers permission for hotels to operate casinos that only foreign nationals are allowed to enter. Such casinos are currently running in Seoul, Incheon, Jeju Island and are heavily supervised by the Ministry of Culture and Tourism.

  1. Lotteries

There are 2 lotteries open to Korean citizens the Lotto and the Toto ( a sports lottery). The operation of and selling of tickets are regulated under the Lottery Fund Act.

  1. Racing

Horse racing and betting at the venues is permitted under the Korean Horse Affairs Association Act and comes under the jurisdiction of the Ministry of Agriculture and Forestry.

Other race sports are also legal and regulated, these include cycling and motor boat racing although these both come under the jurisdiction of the Ministry of Culture and Tourism.

  1. Online Gambling

This is currently a gray area as Korea does not have relevant laws for the specifics of online gambling. Arguments can be made for both sides – for example, the monetary transactions will be taking place outside of Korean jurisdiction so can in no way be subject to Korean law, hence it is very unlikely that your money will be seized by anyone. However the end user is still in Korea so may well be subject to the national laws that apply to general gambling. The National Police Agency has established the Criminal Activity Investigation Team to help control any potentially unlawful online activities, including gambling. This certainly implies that it would be ‘considered’ illegal; although at present no cases have been brought to test this.

  1. Slot machines

These are all illegal outside of a casino.

Internet Gambling Laws: U.S., U.K. And the World

Legal minds turned to Internet gambling laws as a specialty when the industry went beyond growth and exploded into the public mind. “The law surrounding Internet gambling in the United States has been murky, to say the least,” according to Lawrence G. Walters, one of the attorneys working with www.gameattorneys.com.

In contrast, Internet gambling laws in the U.K. have made the lives of providers and players a bit easier. The passage of the Gambling Act of 2005 has basically legalized and regulated online play in the U.K.

With the objectives of keeping gambling from promoting “crime or disorder” the U.K. act attempts to keep gambling fair, in addition to protecting younger citizens and others who may be victimized by gambling operation. Unlike the United States, which still clings to the 1961 Wire Wager Act, the U.K. significantly relaxed regulations that are decades old. A gambling commission was established to enforce the code and license operators.

A Whole Other Country

According to Walters and many other observers of the Internet gambling laws scene, the United States Department of Justice continues to view all gambling on the Internet as illegal under the Wire Act. But there are details in the federal law that defy attempts to throw a blanket over all online gambling.

The Wire Wager Act forms the basis for federal action on Internet gambling laws in the United States. The law was meant to complement and support laws in the various states, focusing primarily on “being engaged in the business of betting or wagering” using wire communication to place bets or wagers on sporting events or similar contests. The law also comments on receiving money or credit that results from such a wager. The keys are “business,” “money or credit” and “wire communication facility.”

But as many attorneys and proponents of fair Internet gambling laws emphasize, the federal law does not specifically address other forms of gambling. This has left the law open to interpretation when it comes to online casinos specifically and using the World Wide Web to play online games.

October 13, 2006 is a crucial date in the controversy surrounding the legalization of gambling. For anyone wishing to understand Internet gambling laws, the federal law passed on that day is essential knowledge. President George W. Bush signed the Unlawful Internet Gambling Enforcement Act (UIGEA), which is intended to limit some “financial transactions” used for online gambling.

But even if current federal gambling laws can clearly define something as simple as a legal gambling age, the newer UIGEA has not settled all the dust raised around the issue of online gambling. Attorneys such as Walters (and many others) have pointed out that the UIGEA seems to refer only to financial transactions and wagers that are illegal where the wager or transaction is made. Some wagers may be legal while others may not be legal. It’s as simple as that.

The UIGEA had some effect on Internet gambling, in that many successful companies got out of the business, at least in the United States. In fact, with the passage of the law in 2006, most U.S. online players found they could not play at an online casino or poker room, for a short time. Many of the gambling providers found ways to establish offices and servers outside of the U.S. so that could invite United States players back in.

Break Time

It’s now time to stop, take a deep breath and turn to Internet gambling laws in the various states. Some have passed their own rules and regulations (before and after UIGEA). In a few states, companies cannot operate an online gambling business. In other states it is illegal for an individual to place a bet using the Web. Some legal experts argue that these individual-state rules are unconstitutional since commerce across state lines should only be regulated by federal law, not state law. Commercial online gambling businesses don’t operate in the United States, however. If you want to visit their “home offices” you may have to travel to Malta, Gibraltar or Curacoa.

The 2005 U.K. law generally allows remote sites such as these. The rules are not so relaxed in the U.S. However, a recent appellate court ruling in the U.S. states that, in at least one case, an Web-based gambling site did not violate states laws. Most legal minds urge gamblers and others interested in the issue to stay tuned.

Some have given their attention to finding benefits of legalized gambling, noting that this huge industry might be a key to economic recovery in the United States. At the heart of their argument are examples such as established lotteries run by various states, in addition to the government revenues that flow in to state coffers from riverboats and land-based casinos.

Part of this effort rests on the shoulders of more than 100 legal representatives working for common sense in Internet gambling laws. This hoard of attorneys has the task of trying to keep the World Wide Web/Internet free from government intervention.

Bob Ciaffone is considered one of the experts on the subject of gambling and poker in general, and on the transition to online gambling. He suggests that any regulation of Web-based gambling should reduce competition from outside the U.S., so that the citizens of the U.S. would benefit in legal gambling states. His detailed plan would parallel the U.K. situation since that country passed its 2005 rules. Ciaffone also strongly urges U.S. lawmakers to keep Internet gambling laws separate from the 40-year-old Wire Act, which was passed to control illegal gambling over the telephone.

In essence, Ciaffone writes that the UIGEA attempted to do the right thing, but does it in all the wrong ways. The restrictions have severely handicapped what could be a great revenue source with proper regulation, according to Ciaffone.

Consider a statement on the UIGEA from the most-recognizable poker player in the world, Doyle Brunson. Though is comments apply to his favorite game of poker, they can easily relate to all Internet gambling laws. He said, in essence, that his company received good legal advice that indicates Internet poker is not “expressly” illegal. He encourages U.S. players to learn the laws of their own state.

While this brief summary touches only the high points of a huge and complex subject, there are sources that have already compiled details for the various states. Check these sites:

Any poker enthusiast will always strive to obtain at least one poker table to lay down the precious cards and chips. There is a wide array of options to think of when selecting a table. They range from the cheap or pre-made to the more expensive and custom-designed. They can come with or without dealer tray trays, cups and racetracks. Poker tables are increasingly set up at homes for playing poker at the comforts of one’s home and for setting up poker home parties.

Deciding on the right design and type of poker table that best suits your needs can be a daunting task owing to the overwhelming number of choices available in the market. But once you have made the purchase, the next thought that crosses your mind would be to find ways of keeping it looking great after several rounds of card games. Taking proper care of your poker table is important if you want it to last for a lifetime. Poker tables are expensive items for one to own and the simplest mistake can ruin the quality of play for your table.

The first step towards maintaining these tables is ensuring proper storage. You should ensure that it is kept in such a way that does not damage the fabric on the tabletop. Before and after each game, brushing the felt top with a lint brush is also very essential. While serving rounds of poker snacks during a game, make sure to choose the right type of food which does not leave a residue on your hand or cards. Checking the leather or vinyl edge of your poker table for signs of wear and tear is important. As and when you find something that needs to be fixed, use a glue to put it back in place immediately.

Apart from the poker tables, taking good care of the accessories is also quintessential.

In recent years poker has gained a lot of popularity as a great sport and hobby. People of all ages and from different walks of life have shown of interest in this game. There are in fact a large variety of poker tables just like the many types of poker games. Different poker tables are chosen according to the game being played. Playing Multiple Tables – a Winning Poker Strategy Online

Playing poker online makes playing the game very convenient for hundreds of thousands of players all over the world. One poker strategy online that most players use to their advantage is playing multiple tables at the same time. You can build a table in a poker room and start playing for real money almost as soon as you log on to your favorite poker site. In a regular poker game, you are confined to one table, but not so with online poker. You can open up a number of tables in different windows on your computer screens and play them all simultaneously.

For beginners, this may seem like a strategy that only those who are used to playing online can use, but this is not so. However, it is one way in which you can increase your rate of winning and thus the amount of money you win. There are some games that are easier to play on multiple tables, such as Texas Hold’em. This is because in this game there are a limited number of betting rounds and if you are not exactly sure of all the rules, you can easily pick them up while you are playing.

One factor that you do have to be aware of when you play multiple tables simultaneously is that you may find it difficult to keep your attention on the play at any one table. Your attention will be split between all of your hands. This may adversely affect your ability to read the hands and therefore your quality of play will decrease as you open more tables. It is best to start with only one table at first until you get the hang of playing online and then open up a second table. Playing two or three tables is not a hard task at all.

Although you want to increase your winnings, you can get yourself into trouble if you open too many tables because you will find it hard to play them all. You may find that you are losing more money overall than you are winning. The key is to find tables where you c an maximize your wins. Most online poker players use the ABC style of poker – play your good hands and fold your weaker hands. You shouldn’t try to make extravagant plays just to try to outmaneuver your opponents because this usually proves to be unprofitable in playing multiple tables online.

Another advantage of playing multiple tables is that you won’t get bored while waiting for other players to make their bets. Playing at only one table tends to be boring and not as profitable as having a chance to play at several other tables. If you do like playing online poker, you owe it to yourself to open up more than one table at a time. You just might realize why most players do this in the speed of the game and the amount of money you can win. It is a great strategy for those who like a lot of action and for those who can focus on more than one hand at a time.

The Neo-Tech Discovery Came From Poker

The greatest selling poker book of all time has it’s roots in Objectivist philosophy. Dr Frank R Wallace penned Poker: A Guaranteed Income For Life which became the precursor to The Neo-Tech Discovery.

That, his first best seller allowed him to explore personal mysticism and develop the Objectivist oriented Neo-Tech concepts of Discipline, Thought and Control.

Even before The Discovery he taught the concepts of Discipline, Thought and Control, and revealed how through staying rational, one could extract an income from mystical people by monitoring, and using, their personal laziness and self-dishonesties.

On completing the poker book, Wallace stopped playing poker, for he saw it now as a waste of time. He turned to developing Neo-Tech.

In the early days of developing Neo-Tech Frank R Wallace wrote a book called Psychuous Sex which explored how honesty and mysticism affects romantic love by reviewing the Evolution of Man and the History of Love (or historia de amor).

Psychuous Sex is the combination of the human senses with the gratification of the mind. This fed a large portion of The Neo-Tech Discovery.

The history of love was a major theme of Wallace’s early research, and The Discovery provides very clear concepts for realistic and fulfilling relationships.

The Neo-Tech Discovery covers Neo-Tech views on Politics, Business, Religion and Relationships.

I first received a 1990 version of The Neo-Tech Discovery titled Neo-Tech Power. It took me 2 weeks to work through it all, and since then I have read it several times more. On first reading The Neo-Tech Discovery I thought ‘wow’. On the second reading of Neo-Tech I thought ‘I see’. On the third reading of The Discovery, I thought ‘Ok, I’ll do it’. You’ll just have to see it for yourself. If you get the chance to be selected by Neo-Tech Publishing’s Database Marketing Program now crossing world-wide to provide Neo-Tech to the masses via a strategic plan.

The Neo-Tech Discovery reveals the underlying guilt many people experience due primarily to religion. The Neo-Tech Discovery claimed creatively that ‘only atheists go to heaven’ meaning that the transcendence from negativity happens only by a path of total honesty and self-responsibility.

The Neo-Tech Discovery is a hard hitting book that shakes many people out of their views of themselves and others.

On the topic of politics, Neo-Tech exposes political corruption in powerful emotional and permanently memorable descriptions of the absolute damage against society and individuals caused by the very nature of government itself.

The Neo-Tech Discovery shows how value creation through business is the greatest benefactor of mankind, and that self-esteem comes from contributing to others through creativity and business.

The Neo-Tech Discovery cleverly integrates all these areas of life into a tight matrix of small concepts easily readable, but often difficult to emotionally accept. It takes courage to get through The Neo-Tech Discovery.

Is Online Poker Rigged?

The question, ‘is online poker rigged?’ all too often crops up on poker forums, blogs and discussions, especially when so many people experience almost unbelievable bad beats and suck outs. Obviously, there has to be an explanation to the record number of bad beats one will witness in online poker.

There certainly is an explanation for it, although some may say well, that’s poker, or there are too many donkeys or they played bad, the truth of the matter is that it has nothing to do with the other players! The real secret behind the large number of bad beats and suck outs in online poker lies within the online poker software used to generate the cards.

In reality, the answer to ‘is online poker rigged’ is without a doubt, YES! However, it is not rigged in the manner you may think. It is rigged in the sense that fair play, statistical odds, and a true-to-life outcome is realistically stripped away from the program due to the algorithms used by the poker sites.

These algorithms will determine the outcome of winning hands and force certain players to win while other players lose even though they had the best hand preflop or on the turn. The algorithms and subroutines used by all major poker sites create the problems of overwhelming bad beats and suckouts in an attempt to make the game appear realistic, to induce action, and to give the impression the game is fair to all.

Of course, this may all sound confusing, however, it is the way the online poker sites are rigged to produce winning hands and it is an indisputable fact. The secret to winning at an online poker site is knowing the algorithm and then using that to your advantage to give yourself an edge in the game.

The bottom line is simply that online poker sites are a computer generated program. Moreover, that program can be manipulated by anyone who knows the code of the subroutines and algorithms. There is no live interaction in the shuffle, deal, or outcome of the cards, and therefore the question is online poker rigged, invariably has to be answered YES!

Poker Loser in 5 Steps

How many of you play games of poker? How many of you lose more often than you win, are you just making up the numbers but in the process giving away your hard earned cash? Maybe you want to start playing poker, either way this will help. Don’t forget to follow up what you read here with the free videos on www.bethepokershark.com

1. So just knowing the rules and nothing else won’t get you far. But not knowing the rules will have you in a hot caldron of trouble surrounded by hungry cannibals. So learn the rules of the game. Check out this video

2. The most common sign of a Poker Loser is a player who plays weak hands. Wasting your chips on hands which have no chance of winning is about as good a use for your cash as burning it to toast marshmallows. Wait for the right hands, then play, you will be rewarded!

3. Almost all poker players play with some sort of strategy whether they know it or not. If you want to be a Poker Loser then ignore the other players at the table, don’t watch how they are playing. If on the other hand you want to be a winner, do the opposite. Watch the rest of the table when you are in hands and when you’re out.

4. A sure fire way to be a Loser is to forget about simple probability. Remember your chance of winning is important to consider, so is that fact that it changes during a hand as the game develops. To simplify this as much as possible, think about how much you will need to bet in comparison to the pot, keeping this in mind should keep you on the right track. Check out this video

5. Ok so in step 3 we said watch other players if you want to avoid pinning the loser badge to your shirt. Once you have watched some poker you will see and recognise the different styles and strategies that players are using. For example you might notice the aggressive players on a table betting big on a small pot to make you think back to those odds we talked about in step 4. Once you understand how these styles work you will be able to start using them yourself and understand how other players are using them to give yourself the edge against them, turn the tables and set them up as the loser.

Playing Too Much Online Poker? Block Poker Websites

In its online form, poker is not so much about getting together with friends for a weekly game. It’s about being available to anyone to play 24/7.

In the Internet version of poker, players can play Texas Hold’em, Omaha and Stud, anytime they want to in the comfort of their own home or even while at work. Many sites offer the player an option to start out playing for free or even give them a small deposit to start out with and then entice the player to continue. A typical poker website will offer bonuses and it is not unusual to see tournament prizes for 6 figure sums. Little, if any emphasis is about the social aspects of playing poker with friends. It is not about getting together with the gang for a night of fun. It’s about trying to win money — it is pure gambling.

Online poker players sit at home alone hoping they may be the best player sitting at their particular virtual table. Some will lose and not be persuaded to return –although once the site has their personal info they will be relentless in trying to get the potential poker lover to return. Others will be easily persuaded to keep on trying. Bonuses, occasional wins, all sorts of enticements are built into the system so that once they do succeed to get someone in, it will be very tempting to continue playing. Internet poker can easily turn to a gambling addiction.

Poker sites are more of a problem than brick and mortar casinos because of several factors:

  • A person may not feel they are actually playing with real money because they are using a credit card.
  • It is available around the clock and you can risk much larger amounts.
No one knows the person is playing poker– they may look like they are working, playing, studying . . .
  • Online poker sites require visitors to be over 18, but have no real way of checking a visitor’s age.
  • There is no social element and no buddy sitting next to you to tell you when it is time to stop or make it a night.

So what is the solution?

Well, the Unlawful Internet Gambling Enforcement Act (UIGEA) made most forms of Internet gambling illegal in the US. However, there are still online poker sites available and Americans still have access to many types of betting websites. If you are addicted to Internet poker or have loved ones playing poker online, consider installing a filter to block poker sites from all home computers. By blocking poker sites, the temptation is removed. Further, if children do not have any access to begin with, they don’t even become aware of the opportunity to play poker online for money until they are older and better decision makers.

Poker Strategy-Learn How to Play Like a Pro!

A beginner learning the game of poker will usually make mistakes as to the assumptions made during the game. This is so since the player is not yet so well-versed with how the game goes. That is why it is important for a beginner to learn a poker strategy that will make him play like a professional poker player.

There is one poker strategy that a beginner must learn by heart and that is by thinking like a poker player. Poker players are often categorized as tight or aggressive, those which play fewer hands but utilizes their instincts to win the game. This definition can be very confusing for the beginner which is why it is vital to understand that poker is not just a game of chance. A good part of the game deals with four fundamental factors which are important to take into consideration so that the chances of winning are increased.

First factor to consider in this basic poker strategy concept is to know the general percentages of any type of odds you have to face during the progress of the game. It is important to memorize these odds so that it won’t take you long to make a decision when your turn comes. These odds can include the percentage of completing a flush draw at the flop or the percentage of hitting. There are other general percentages that you can take note of but it will be a good idea if you focus on the most crucial ones.

Discipline is another factor in this winning poker strategy. What distinguishes a solid poker player from the rest of the bunch is that he will not let his decisions succumb to luck alone. He desires to win in the game by playing his hands intelligently. Whether the player is a disciplined limit player or a no-limit one, a winning one will always know when to hold his cards or fold them. But this does not mean experienced poker players do not make mistakes, in fact they do yet they learn from them.

Because poker involves sitting down with other people who are also thinking of their own poker strategy when playing their hand, it is but right to put the psychological aspect of the game into the picture. When playing poker, beginners tend to think only of themselves and the odds of them winning that they often forget that there are other players who are in the same situation as they are. Thus, it is would be very wise as poker player to anticipate what cards his opponents might have and what are their anticipation of his cards, etc. This way, the player will be able to manipulate his calls with some psychological tactics.

Lastly, a great poker strategy should include risk and reward management. Winning in succession can easily trap a beginner to bet out of control. In the long run, this will not prove to be a very good habit because, in one way or another, recklessness will always catch up. A good poker player will always strive to achieve balance between risk and reward during the game.

Poker Hand Rankings: Know The Various Kinds

There are different types of poker played in different casinos of the world. Naturally, they are not identical. However, one great thing with them is that they all adhere to the basics rules of poker. So, if you are taking the game seriously and want to be a master, you should understand the rules and basic factors that will help you understand the game better and take a better grip of it.

Essentially, there are three basic rules of poker. The counting of the deck starts with 2. Thus, the Ace becomes the highest card. You can use only 5 cards, from yours and on the table, to make the best hand. Among the players, one who has the strongest hand wins the game. Now, the rule demands that you know the strength of your hand to go for the bet. Interestingly, there are certain patterns of cards that decide the strength of your hand. It is very important that you know them. Here is the list starting from the strongest hand:

Royal flush: This is considered to be the strongest hand in poker. Well, it is rare and seen more in poker DVD video than in reality. As a rule it demands that you have Ace, King, Queen, Jack and 10 of one suit to make a Royal Flush.

Straight Flush: The second most powerful situation is the Straight Flush where you have to have five consecutive numbers of a single suit. However, unlike the Royal Flush, the value of the card is lower as it is Jack, 10, 9, 8, and 7.

Four Of A Kind: This is the third most powerful hand. As the name suggests, here you have to posses four cards of the same number. However, if more than one player has similar hands, the hand with the greater value will win the game.

Full House: To make a Full House, you need to have three cards of one number and the rest of the two, another. Similar rules to Four of a Kind will be applied if multiple players have made it.

Flush: The next position belongs to Flush where all the five cards should be of the same suite. Number is not a matter here. In case another player has made it, the value of the highest card will determine the winner.

Straight: If you have five cards in the numerical order though, not of the same suit, you have made a straight. Again, the highest card will be decisive in time of a tie.

Three of a Kind: This is when you have three cards of the same number. The other does not mean anything here. The principle of higher card prevailing in the tie is also prevalent here as well.

Two Pair: When you posses a pair of cards with same numerical value. Thus you may have a hand with 5, 5, Jack, Jack and 9 to make the Two Pair. Here, the highest ranked pair is the winner in times of tie.

One Pair: Naturally, if you have one of the pairs, you have one pair.

High Card: This comes into play when you have none of the combinations mentioned above. Basically, if no one has made any hand, the owner of the highest card among them wins the game.

To be a proficient poker player, you need to learn the poker hand rankings by heart and do a lot of practice.
